Accessible Housing: A Civil Right
Under the federal Fair Housing Amendments Act passed in 1988, new multifamily residential buildings (built since March 1991) are required to be designed and constructed to provide access to people with disabilities. Despite the existence of these requirements, rental, condominium, and co-op buildings continue to be built in a non-compliant and inaccessible manner throughout New York City and the larger region. This half-day workshop will provide architects, builders, contractors, attorneys, property owners and managers, real estate professionals, disability rights advocates, public officials, civil rights leaders, fair housing enforcement agencies, and others with detailed and reliable information about federal accessibility requirements that apply to multifamily housing under the Fair Housing Act. The workshop will identify effective strategies to achieve compliance with federal accessibility laws, regulations, and requirements.
INSTRUCTORS
Attorney Scott P. Moore is one of the nation’s leading legal experts on design and construction requirements under the Federal Fair Housing Act. Scott served as a Deputy Chief of the Employment Litigation Section and a Senior Trial Attorney in the Housing Section of the Civil Rights Division of the U.S. Department of Justice in Washington, D.C. In those roles, Scott led the Department’s enforcement actions on some of the largest employment, ADA, and fair housing pattern or practice cases brought by the United States. Scott’s personal experience as a person with a disability who uses a wheelchair combined with over 25 years of legal experience puts him in a unique position to represent employers and housing providers on issues arising under various disability discrimination and accessibility laws.
Larry Fleming is an architect and consultant on accessibility issues with decades of experience in the field, excellent knowledge of accessibility laws and standards, and considerable practical experience. After more than 30 years as an architect and Senior Architect with USDA’s Rural Development Agency, Larry joined E&A Team, Inc. as an Accessibility Specialist, Blueprint Review Specialist, and Instructor for Section 504, ADA and Fair Housing Accessibility. Larry is also a co-author of the multimedia ebook “Fair Housing Act Design Manual Made EZ.”
